Contractor will begin making point repairs this week. They will start on Amy Lane.

Update on Comanche Gap Road - Currently undergoing the subgrade concrete stabilization rehabilitation with hot mix asphalt paving. All the compaction testing for the subgrade passed and the asphalt is awaiting delivery.
Please Note:
There are additional road areas that are showing stress as well. Staff and the Engineer firm inventoried the city streets after the Winter Storm. Most if not all of the areas (at that time) needed to be reconstructed – which required engineering documents. Measurements of those areas that were deteriorating at that specific moment in time were cataloged and the process begin for road reconstruction designs.
After the inspections, measurements, designs, and award of bids – other areas and at times within the same roadway began show stress. The issue occurs after the bid has been awarded by council.
The engineer reviewed additional areas to include Comanche Gap yesterday with his team. Will begin the cost estimate of repairing additional sections of roadways throughout the City.

UPDATE #9 - LONG ROAD TO RECOVERY Jan. 6, 2022
So now that the engineering and design of the roads are complete, why are the asphalt projects being delayed until the spring? Over the course of laying down new asphalt, several factors are closely monitored to ensure a successful product.
Temperatures play an important role during the process.
- Asphalt Mix Temperature – hot mix asphalt arrives at temps between 275 and 300 degrees Fahrenheit. If the asphalt mix drops below 185 degrees, it becomes too rigid to properly compact.
- Ambient Temperature – for an effective application, the ambient temp should exceed 50 degrees Fahrenheit. It’s also preferable for temperatures to be rising during the paving process, rather than falling.
- Ground Temperature – the temp of the ground that needs the paving is the final piece of the puzzle. It should also be at least 50 degrees Fahrenheit.
*** For this project – our bid manual requirements for the hot mix asphalt paving calls out that the ambient temp cannot drop below 32 degrees within 72 hours of paving. For the paving, the temp must be at or above 60 degrees.
So, what happens when these temperatures are not right at the time of the project?
If the asphalt mix, ambient, and ground temperatures are not reached, we take a higher risk of having a failing end product.
You may notice that a number of these winter storm road projects will need drainage improvements and sidewalk improvements. The contractor is currently working those drainage items so that when the spring is here the asphalting will begin.

The Harker Heights City Council approved awarding a contract for the street improvements in the amount of $2,732,271.06 to Lonestar Grading & Materials, LLC. The contracts are being drawn up to include insurance documents, maintenance bonds, performance bonds, surety bonds, etc. The City has received the contractors project timelines (Click here to view the Project Schedule). Drainage projects will begin during the winter months and the street programs are to begin early March.

The Harker Heights City Council approved awarding a contract for the street improvements in the amount of $2,732,271.06 to Lonestar Grading & Materials, LLC. The contracts are being drawn up to include insurance documents, maintenance bonds, performance bonds, surety bonds, etc. Mobilization of equipment is expected in late September – early October.

UPDATE #3 – LONG ROAD TO RECOVERY
The City has contracted with an engineer to provide specifications of work and engineer’s estimate of cost in preparation for bidding the street repair. Those results are anticipated back in a few weeks for staff’s review.
Once those are approved, the plans for street repairs will be released for bid. The tentative start date for major road rehabilitation is late July to early August 2021.

UPDATE #2 – LONG ROAD TO RECOVERY
The City has completed its review of repairs needed on major collector streets damaged from the winter storm. The City has contracted with an engineer to provide specifications of work and engineer’s estimate of cost in preparation for bidding the street repair work out.
The City will utilize reserve funds within this current budget year to begin the repairs this year. It is the City’s desire to have repair work beginning early summer 2021.
A Collector street is defined as a street up to three lanes which carries traffic from Minor Streets, including residential streets, to the Arterial Street system.
Your City street crews will continue to work on the residential potholes throughout this year.
