David Mitchell, City Manager
David R. Mitchell began his career with the City of Harker Heights as City Manager on January 2, 2014. Prior to his career as City Manager of Harker Heights, David served in the same capacity for the City of Hutto, Texas. David’s municipal experience began in 2004 when he was hired as a City Planner for Harker Heights. David served in a number of roles for Harker Heights, including Director of Planning and Development, until his departure to Hutto in 2009 where he was hired as Assistant City Manager. Before his career in municipal government, David worked for nine years in the private sector in the forest industry. Mr. Mitchell is responsible for the operation of the City. This includes planning, budgeting, supervision of employees and providing quality services to residents of the City.
David is a 1995 graduate of Auburn University with a Bachelors’ Degree in Forest Resources and has earned a Masters of Public Administration from the University of Texas at Arlington. He is an active member of the Texas City Managers Association.

Jerry Bark, Assistant City Manager
Jerry Bark became the Assistant City Manager in August 2020. Prior to that he began his career with the City of Harker Heights as the Parks and Recreation Director in April 1995. He served the community as the Parks and Recreation Director until 2018. In 2018, he served the City as the Public Relations Director until August 2020, when he was promoted as the Assistant City Manager. Jerry’s municipal experience began in 1990 as he served the City of Copperas Cove as its Parks & Recreation Director. The Assistant City Manager is responsible in supporting operations of the City - to include planning, budgeting, supervision of employees and providing quality services to residents of the City.
Jerry received his Bachelors’ Degree from the University of Mary-Hardin Baylor.

Mark Hyde, Assistant City Manager
Mark Hyde became the Assistant City Manager in July 2024. Mark has over 30 years of municipal government experience. He started his career with the City of Greenville for 9.5 years before serving as the City of Harker Heights Utility Superintendent and became the City’s Public Works Director in 2002. Mark received his Bachelor’s degree from Texas A&M University.
As Assistant City Manager, Mark is responsible for the direct oversight of several departments, including Public Works – which contains the Streets, Drainage, Water, and Wastewater Departments and the Planning Department which includes Permits, Code Enforcement, and Building Inspections.
